Freese and Nichols, a large engineering firm with experience throughout Texas, will have primary responsibility for the South Tyler congestion mitigation plan, transportation modeling of alternative scenarios, integrating public services and facilities plans, and public involvement.

Planning Concepts
Planning Concepts, a firm based in Tyler with extensive experience in Tyler planning issues and parks and open space planning experience in the region will have primary responsibility for the parks, open space and recreation plan and the Lakes master plan, and will assist in public involvement and other aspects of Tyler 21.
