Tyler 21: Building Tyler's Future Today

WHAT IS A COMPREHENSIVE PLAN?
Tyler's rapid growth and potential for change make this the critical moment for a new comprehensive plan to guide and shape future development. The comprehensive plan sets out a strategic framework for making decisions about the long-term physical development of Tyler. It defines a vision for the future linked to overall goals and policies, and it contains strategies and action items for achieving the goals. During the planning process, residents and others with a stake in Tyler's future have the opportunity to articulate and review community values and goals through public discussion, create a vision for the kind of place they want Tyler to be for their children and grandchildren, and identify the key areas where the city must act -- both to preserve enduring character and to shape change so that our vision for Tyler's future can be achieved.

Tyler 21 will...
  • provide policy and strategic guidance on the physical development and redevelopment of the city
  • guide the city to actively seek positive change and deflect negative change, rather than simply react after change has occurred.
  • provide predictability for developers, businesses and residents.
  • help the city save money because it plans for orderly investment in services, facilities and infrastructure.
  • help Tyler preserve the sense of place and identity that make it unique.

  • WE'VE HAD COMPREHENSIVE PLANS BEFORE.  WHAT'S DIFFERENT ABOUT THIS ONE?
  • Participation. Tyler 21 will be based on extensive community participation and dialogue.  A public opinion survey, community visioning retreat, neighborhood open houses, special area charrettes and workshops, and numerous other opportunities to participate in and monitor the planning process - including this web site - will make Tyler residents the owners of the Tyler 21 plan.
  • Visualization.  Maps, illustrations, photographs and other graphics will help Tylerites understand the choices they face in planning for the future.
  • New approaches and alternatives. The plan consultants will bring to the community a range of new approaches being used around the country as well as alternative scenarios for Tyler's growth so that Tylerites can decide what fits with their vision for the city's future.
  • Most effort on the hardest questions. The City of Tyler already does many things well.  Tyler 21 will cover all comprehensive plan elements required in state law, but the most effort and attention will be focused on issues which need greatest planning attention.
  • Implementation from the beginning. Implementation strategies and action steps will be discussed as the plan is developed and opportunities for early actions and early successes will be identified.
  • Zoning compatible with the plan. As the major elements of the Tyler 21 Comprehensive Plan are approved, a new zoning code will be developed to make sure that the plan will be reflected in Tyler's land use and development regulations.

  • WHAT WILL BE IN THE TYLER 21 COMPREHENSIVE PLAN?
  • Alternative scenarios for future growth patterns.  What will happen over the next generation if current trends continue?  What if growth is faster or slower?  Where should the growth go? What are the alternatives?  Scenarios will provide a foundation for discussions about the future.
  • A shared citywide vision and goals.  Through the survey, the community visioning retreat, and neighborhood open houses, Tylerites will discuss and develop the elements of a vision for the future linked to the goals they want to achieve for the city.
  • Citywide preservation and development strategies.
    • A Historic Preservation Plan to promote protection and community understanding of Tyler's historic buildings, neighborhoods, and landscapes.
    • A Parks, Open Space, and Recreation Plan to provide for the park and recreation resources needed to enhance quality of life as the city grows and to strengthen the city's open space network, internally and into the county.
    • A Housing, Community Identity and Quality of Life Plan to improve the design character of major streets and entrance corridors, to enhance neighborhood identity and quality of life, and to provide housing opportunities affordable to a broad range of households.
    • Transportation and Public Facilities, Services and Infrastructure Plans to support future growth where the community wants that growth to occur.
    • A Future Land Use and Growth Management Plan that integrates all the elements of the comprehensive plan in one map and that provides an overall framework for shaping and managing growth, serving as the "road map" for future decision making.
  • Special area plans with concrete actions.
    • A South Tyler Congestion Mitigation Plan focusing on enhancing traffic flow on South Broadway and improving the integration of land use and transportation planning in South Tyler.
    • A Downtown Master Plan to create a lively, vibrant city center with new residents and activities that can attract people from all over the city.
    • A North End Zone Revitalization Plan for enhancing quality of life and bringing new investment to Tyler's North End.
    • A Lakes Master Plan (as a distinct section of the Parks, Open Space and Recreation plan) for future recreational and other uses of city owned land around Lakes Tyler, Tyler East and Bellwood Lake.
  • Incentive-based strategies for managing growth that encourage investment, build value and promote quality of life.
  • A user-friendly zoning and development code to advance the plan.  When the major elements of the comprehensive plan have been accepted, a Unified Development Code will translate the plan into a clear and modern Unified Development Code.

  • WHEN WILL THE TYLER 21 PLAN BE FINISHED?
    The Final Comprehensive Plan is scheduled for completion by November 2007.  The Unified Development Code is expected to be ready by December 2007.
